As a Reprieve Fellow 2007-2009, Frances is working with the Texas Innocence Network to address systemic deficiencies in the way that the state of Texas conducts eyewitness identification procedures in capital cases.

Frances graduated from the University of Houston Law Center with a Juris Doctorate, having worked as a student in the school’s Legal Aid clinic and as an investigator of capital cases in the Houston area. 

Frances is implementing a two-pronged strategy, directly intervening in certain capital cases; and launching a campaign of public education and training for law enforcement agencies to minimise the chances that an incorrect identification causes a wrongful conviction.

Frances’ work will have a direct impact on death row prisoners in Texas, as well as nationwide reach through the public education component.
